甩锅 — Passing the blame
How Koreans say it
떠넘기다 = to shove (a burden) onto someone else; 책임을 떠넘기다 = to pass the buck / pin the blame on another. The formal term is 책임 전가. Doing it to a scapegoat makes them the 총대 메는 사람 (the one who takes the fall).
